eBay Below Standard for auto parts sellers: what it costs and how to get back
Below Standard adds 6 percentage points to your eBay final value fees, 7 once you’ve been there four months running. It also takes away Promoted Listings and can push you down in search. For most yards the cause is the same: a part sells at the counter or on Car-Part while it’s still live on eBay, and the eBay order gets cancelled. Stop those cancellations, answer every return before it becomes a case, and the rating comes back at the next evaluation on the 20th.
Before you read on: I’m not affiliated with eBay, and eBay changes these rules often. Everything here was checked on eBay’s own pages on October 27, 2026, and the sources are at the bottom. Your own numbers are in Seller Hub, and they beat anything I can tell you. I run Evolve Engineering, and I build the kind of fix this page describes, so read the last section with that in mind.
What Below Standard actually costs
- Higher fees on every sale. From the 1st of the month after the evaluation, eBay adds 6 percentage points to your final value fees, worked out on the total amount of the sale. eBay counts shipping and sales tax in that total. In 2026 eBay added a second step: after four or more months in a row at Below Standard, it’s 7.
- No Promoted Listings. You can’t create or edit campaigns while you’re Below Standard. If ads were carrying part of your traffic, that traffic stops the same day as the evaluation.
- Lower in search. eBay says your items may rank lower in Best Match. It doesn’t say by how much, and nobody outside eBay can measure it for you.
- Money held. eBay may hold order funds until tracking shows the part is on its way. For a yard that ships the same day that’s a short delay, and for one that doesn’t, it’s a cash-flow problem.
- Lower selling limits. Your limits may drop, which matters if you list in batches.
- No deductions on damaged returns. You can’t take money off a refund when a part comes back used or damaged. On used parts, that’s the exact case where you’d want to.
- Store downgrade, if it drags on. eBay says a long stretch at Below Standard can drop your Store subscription to Basic and bring restrictions on the account and related accounts.
- Locked out of Certified Recycled. eBay’s new program for qualified recyclers gives badged listings, a search filter and higher ranking. eBay’s buyer page says sellers need an Above Standard rating or better, on top of ARA or URG membership and the CARE designation.
The fee, worked as an example
An example, not anyone’s real account. The surcharge is a share of the total amount of the sale, so put your own monthly eBay total in place of $30,000. That is on top of your normal fees.
How eBay measures it
eBay grades every seller on the 20th of the month. If you had 400 or more transactions in the last three months, it looks at those three months. If you had fewer, it looks back twelve. That is why a smaller seller can feel stuck: one bad month sits in a twelve-month window for a year.
It counts two kinds of defect, and only two. The first is a cancellation you make because the item was out of stock or sold to someone else. The second is a case closed without seller resolution, where the buyer opened a case and eBay closed it because the problem wasn’t solved. A transaction can carry one defect at most.
- Transaction defect rate
- Above Standard limit: 2% of transactions in the window
- Only counts toward Below Standard when the defects come from more than 4 different buyers.
- Cases closed without seller resolution
- Above Standard limit: 2 cases, or 0.3% of transactions, whichever is higher
- A case eBay had to step in on because the buyer’s problem wasn’t solved.
- Late shipment rate
- Above Standard limit: None
- eBay says a high late rate on its own won’t make you Below Standard. It does matter for Top Rated.
To put the 2% in parts: at 500 transactions in the window, 11 defects puts you over. That’s an example, and it’s why a few cancellations in a busy week matter more than they feel like they should.
Why yards fall below
The part already sold. A yard sells the same part in four places at once: the counter, the phone, Car-Part and eBay, sometimes a broker too. When the counter sale doesn’t reach eBay in time, the next eBay buyer gets a cancellation, and eBay counts it as a defect. It is not a customer service problem. It is two systems that don’t talk to each other.
Used parts come back. Since August 20, 2025, most parts and accessories on eBay come with free 30-day returns for the buyer. A return on its own isn’t a defect. A return that sits until the buyer escalates, then closes without you resolving it, is. Used parts are one of a kind and a “doesn’t fit” is often an argument, so the temptation to dig in is real. eBay’s rating does not care who was right, only whether you resolved it.
Nobody owns the queue. In most yards the person doing eBay is also doing three other jobs. Messages, return requests and cases each live on their own eBay screen, and the one that gets missed is the one that turns into a defect.
One thing I’d watch, as my own read and not eBay’s: Certified Recycled adds a “Used, Part on Vehicle” condition, where you pull the part only after it sells and cancel if it doesn’t pass your check. eBay’s pages don’t say whether that cancellation counts against you. Ask before you list much that way.
How to get back, in order
- Download your Transaction Defect Report. It’s in the seller dashboard in Seller Hub and updates daily. Sort every defect into the two kinds: cancellations, and cases closed without your resolution. Count how many buyers they came from. The fix depends entirely on which pile is bigger.
- Stop the cancellations at the source. If a part is gone, end the eBay listing before anyone buys it. Ending a listing isn’t a defect. Cancelling an order because the part sold somewhere else is. Until your stock syncs automatically, make pulling the eBay listing part of every counter sale and every Car-Part or broker sale.
- Answer every return and message before eBay has to. A return isn’t a defect. A case that closes without you resolving it is. Respond inside eBay’s time frames, accept or refund when the part really didn’t fit, and don’t let a request sit until the buyer escalates.
- Ask for the removals you’re owed. Some defects come off automatically, like when a case is ruled in your favor or eBay acts on an abusive buyer. Check the report for ones that should have dropped and didn’t, and appeal a case decision within 30 days.
- List only what’s on the shelf and ready. Pull or pause anything whose location or condition you can’t confirm. Fewer listings for a few months costs less than the surcharge.
- Wait out the window, and check on the 20th. Improvement shows at the next monthly evaluation, and the limits lift on the same schedule they arrived on. Old defects stop counting once they’re older than your evaluation window.
Why not to open a new account
It is the first idea most people have, and eBay has a rule for it. Its multiple accounts policy says you can’t register a new account to get around restrictions, limits or other policy consequences. It also says the seller standards apply across every account you hold, so a second account doesn’t wipe anything. The consequences listed include losing protections and suspension.
You would also be starting over on feedback and sales history, and the cause of the defects comes with you. Fixing the cause is the only version of this that stays fixed.
Where software helps, and where it doesn’t
It helps with cancellations. If the yard system and eBay share one count of what’s on the shelf, a part sold at the counter or on Car-Part comes off eBay on its own. For a yard whose defects are mostly cancellations, that one piece is most of the fix. Ask your yard system vendor first. Some eBay bridges already sync stock, and you may be paying for one.
It helps with the queue. Returns, cases and messages in one list, oldest first, with the order attached, means the one that’s about to turn into a defect is the one at the top.
It doesn’t help with judgment. Software won’t decide whether to refund a part that probably fit, or grade a door honestly. Those calls stay with whoever knows the parts.
If you have an eBay advisor, use them. Solera, which makes Powerlink and eLink, employs eBay specialists whose job, going by its own job postings, is the account health of its eBay program sellers. If you list through eLink and one has reached out, take the call. It costs you nothing, and they can see your account from eBay’s side.
Where I come in. An advisor can tell you why. I build the fix: the stock sync between your yard system and eBay, so counter and Car-Part sales stop turning into cancellations, and one queue for cases, returns and messages. Then we measure it at the next evaluations on the 20th. It’s quoted at a fixed price up front, so you know the number before anything starts.
I spent fourteen years building and running the system behind a Broward County OEM wheel operation. Every wheel went live on eBay and the company’s own website at the same time, and returns and messages landed in one queue with the order attached.
Orders from the system’s own records. The 30 seconds is my own typical time per wheel.

Straight answers
How much does Below Standard cost on eBay?
6 extra percentage points on your final value fees, worked out on the total amount of each sale, starting the 1st of the month after the evaluation. After four or more consecutive months at Below Standard it goes to 7. As an example, on $30,000 a month in eBay sales, 6 points is $1,800 a month and 7 points is $2,100. You also lose Promoted Listings, may rank lower, and may have funds held.
When does eBay evaluate seller performance?
On the 20th of every month. Search, Promoted Listings and fund-hold limits apply right after the evaluation. The higher fees start on the 1st of the following month.
Does a return count as a defect on eBay?
No. eBay counts two kinds of defect: a cancellation you make because the item was out of stock or sold elsewhere, and a case closed without seller resolution. A return you handle doesn’t count. A return that turns into a case eBay has to close for you does.
How long does it take to get back to Above Standard?
It shows at the next evaluation on the 20th, if your rates are back under the limits. How fast they fall depends on your window. With 400 or more transactions in the last three months, eBay looks at three months. With fewer, it looks at twelve, so a bad month stays in the numbers longer.
Should I open a new eBay account to start fresh?
No. eBay’s multiple accounts policy says you can’t register new accounts to get around restrictions or limits, and that seller standards apply across every account you hold. The consequences can include suspension.
Can I join Certified Recycled while I’m Below Standard?
Not according to eBay’s buyer page for the program, which says sellers need an Above Standard rating or better. The seller page adds ARA or URG membership, the CARE designation and its audits. Applications were listed as coming soon when I checked.

Where eBay’s pages disagree: eBay’s page for international sellers lists the US 7% step from July 1, 2026. eBay Australia’s policy starts its own version on August 1, 2026, at Australian rates. They’re different marketplaces, but if you read one and then the other it looks like a contradiction, so this page just says “in 2026.”
